上海市青浦区基本公共卫生服务成本测算及政府投入的研究 　　摘要 目的探讨全区开展基本公共卫生服务所需要的成本，为政府部门制定基本公共卫生服务投入提供依据。方法以2014年上海市人民政府确定的基本公共卫生服务项目为依据，通过专家会商的方法确定本区开展的基本公共卫生服务项目，在此基础上利用经济学方法进行成本测算；结果 我区完成2013年市政府规定的基本公共卫生服务需要公共卫生人员664人，现有参加基本公共卫生服务的人员数为579人，全区缺85人。当年政府在基本公共卫生的投入为8987.7461万元，测算需要13438.1035万元，投入与实际需要差4450.3574万元；结论 在我区现有人口和服务面积条件下，开展基本公共卫生服务的公共卫生工作人员和政府的投入满足不了工作开展的需要，需要政府在保证人力投入的前提上，保证一定的经费投入。对于二级以上医疗机构政府应建立补偿机制，调动相关机构工作积极性。 　　关键词基本公共卫生服务；成本；测算；政府投入；上海青浦区 　　A Research on the Cost Accounting of Public Health Service And the Governments input inQingpu District Shanghai City 　　Tian Jian-guo，Xu Hai-yan，Han Rong-rong，Zhao Jin-jiang， Peng Li-xia， Li Jun 　　Abstract：Objective： To measure the cost of public health service in Qingpu District and provide evidence on inputting of it for the government. Method： On the consideration of the basic public health service items of Shanghai City 2014， the items in this research were determined by brain storming， and then economics methods were used to measure the cost. Result： In this reserch，664 persons were needed to fulfill the task of public health service prescribed by the government of Shanghai City while the actual number was 579， so there was still a gap of 85 persons. In 2013， the input on public health service in Qingpu District amounted to while ?134381035 was needed in this research， so there was a gap of Conclusion： On the basis of the population and area in Qingpu District， the number or persons working on public health service and the input by the government couldnt accomplish the task well， so the government should increase persons and input on public health so that better service could be provided for the residents.
