中国足球协会收益共享机制的研究 　　摘 要：为构建一个体现多元化、差异化和动态化的具有中国特色的收益共享机制，对中国足球协会、各省市足球协会及下属各地方足球协会的收入状况、支出状况、组织运营和管理状况、收入共享方面的诉求等问题进行深度访谈，在借鉴国际上有关足球协会收益共享机制实践经验的基础上，基于“统筹发展、发掘资源、突出服务、注重激励、体现差异”的理念，构建中国足球协会相应的收益共享机制，与地方协会形成一种全新的互动关系，即“中国足球协会扁平化、会员协会网络化、地方协会垂直化”的新型组织体系，充分借助政府与社会的双重力量，协调、激励和监督各级协会、联赛、俱乐部等相关组织的行为，将有助于实现我国足球协会组织运行框架和权力模块的调整与创新，推进我国足球治理新机制的形成。 　　关键词：中国足球协会；地方足球协会；收益共享；国际足联；英格兰足球协会；足球治理 　　中图分类号：G 80-052 文章编号：1009-783X（2017）05-0393-06 文献标识码：A 　　Abstract： In order to build a diversified， differentiated and dynamic revenue sharing mechanism with Chinese characteristics， this paper makes in-depth interviews on the income， spending， organization operation， management conditions and revenue sharing of Chinese Football Association， and football association of provinces and cities. On the basis of the international experience about the revenue sharing mechanism of the football associations， based on the concept of overall development， exploration of resources， highlighting services， focusing on encouragement and showing difference， this paper aims to construct the corresponding revenue sharing mechanism of Chinese Football Association， to form a new and interactive relationship with local associations， namely， the new organization system of Chinese Football Association flattening， member associations networking， and local associations verticality. Making full use of the dual power of government and society， it is suggested to coordinate， motivate and supervise the conduct of associations， leagues， clubs and other organizations.
