东港市地热开发利用前景及对策的研究 　　摘要: 东港市严峻的能源供应形势和严重的环境污染现实,促使地热资源的勘查和开发力度加大。通过分析东港市地下水资源和地热资源开发利用现状,依托资源优势,对地热资源的开发利用前景进行了科学的分析。为促进东港市地热资源合理开发利用,基于我国地热开发利用过程中已出现的环境污染、地热资源浪费、地热资源管理缺位等主要问题,从技术、管理和经济层面提出如下对策:技术上,加强基础地质研究、实施地热动态监测、积极推行地热回灌,推行地热梯级利用;管理上,建立行政管理机构,制定法律法规条例;经济上,建立政府专项资金,制定经济激励政策。 　　关键词:东港市;地热;开发利用;前景;对策 　　中图分类号:文献标识码:A文章编号:1672-1683(2010)03-0153-04 　　 　　Study on the Prospect and Strategy of Geothermy Utilization in Donggang City 　　SUN Hong-min1,GUO Li-jun2,MA Jun-xia2,YU Jin-yong1,GENG Hua1 　　(1.Donggang Design and Research Institute for Hydraulic Project Survey,Dandong 118001,China; 　　2.Center for Water Science Research,Zhengzhou University,Zhengzhou,450001,China) 　　 　　Abstract: The severe situation of energy supply and serious reality of environmental pollution in Donggang city strengthened the exploitation and development of geothermal resource.Based on the exploitation and utilization of groundwater and geothermal resources in Donggang,the prospect of geothermal resource utilization is analyzed in this paper.Environment pollution,geothermy resources waste and the vacancy of geothermy resources management are the main problems existed in the development process of geothermy resources.Some measures from the aspects of technology,management and economy are proposed to promote the reasonable development of geothermy resources in Donggang as:firstly,to strengthen basic geological research,implement dynamic monitoring,and take active measures about recharge and graded use of geothermy; secondly,to formulate administrative management authority and develop laws and regulations from the aspect of management;and then,from the view of economy,to establish special funds and set up economic incentive policies. 　　 　　Key words: the city of Donggang;geothermy;utilization;prospect;strategy 　　 　　0 引言 　　能源紧缺与环境污染问题,是当前困扰许多国家经济和社会可持续发展的两大难题,倍受国际社会的关注。地热能作为一种清洁的可再生资源,已先后在全球近60个国家得到直接利用[1],并取得显著的经济社会效益。进入21世纪,地热被誉为最有开发价值的首选绿色环保新能源之一[2]。在我国,随着经济快速增长,能源形势日趋严峻。在节能减排呼声日益高涨的
