中央财经大学学报 2000 年第 1 期 ·专　论· 失业保障制度在反失业中的双重效应及其构建方略 The Dual Effects of Unemployment Insurance System to Anti - unemployment and Its Build - up PLan 夏 杰 长 [ 内容提要] 本文首先论述了失业保障制度在治理失业中的积极作用 , 认为它虽然不能 从根本上解决周期性失业问题 , 但却是反失业政策体系中不可或缺的组成部分 , 是反失业的 “稳定器”和“安全网”; 接着通过一个社会福利博弈模型阐述了过高的失业保障水平对解决 失业问题的负面影响 ; 最后对如何构建和完善失业保障制度提出了一些初步设想。 The paper first discuss the active roles of unemployment insurance system to the setlement of unem ployment problem , and considers although the unemployment insurance system can not take the periodical unemployment problem , it is the indispensable component in the anti - unemployment policy system. It is the stabilize and safe network of anti - unemployment. The paper also sets forth the view point that exces sive unemployment insurance will produce negative influnce by use of the social - welfare game model. In the end the paper puts forward the preliminary idea in order to set up and perfect unemployment insurance system. [ 关 键 词] 失业保障 　反失业 　博弈 　保险基金 Unemployment insurance 　Anti - unemployment 　Game Insurance funds 　　一、失业保障制度是反失业的“稳定器”和“安全网” 失业保障是国家通过立法强制实行的、由社会集中建立基金对因失业而中断生活来源的 劳动者提供物质帮助的制度 , 核心内容是社会集中建立失业保障基金 , 分散失业风险 , 使暂 时处于失业状态的劳动者基本生活得到保障 , 并通过失业培训达到就业安置。失业保障的基 本功能有二 : 一是生活保障 ; 二是促进就业。 我国现阶段的失业通过两种形式表现 : 一是公开失业 , 二是隐性失业 , 而且大量的是隐 性失业。现在一般的看法 , 我国城镇隐性失业人数不低于 2000 万人 , 隐性失业率不低于 20 % 。我国的隐性失业是传统劳动就业体制的产物 , 其实质是劳动者未能与生产资料实现充 分有效的结合 , 而处于部分闲置状态。企业内滞存大量的隐性失业者 , 使空缺的职位日益减 少 , “外部劳动力市场”的人员无法进入企业空缺的职位, 尽管他们比占据这些“空缺”位 置的在职员工更优秀 , 而政府又坚持企业富余人员由企业自我消化的方针 , 更使得市场机制
