企业财政科研的项目经费财务管理的现状及对策的研究 　　[摘 要] 随着国家财政对科技事业投入的逐年递增，作为承担财政科研项目的企业，如何科学、规范地管理与使用好财政科研资金、提高财政科研资金的使用绩效，成为社会各界高度关注的问题，同时也是各级政府科技管理部门与财政科研项目承担企业当前面临的首要任务。本文立足财政科研项目承担企业，从企业法人责任落实、内部制度建设、会计核算与业务处理流程等方面存在的问题，提出切实落实法人责任、加强内部制度建设、规范会计核算、重塑会计业务处理流程等相关对策建议。 　　[关键词] 财政科研项目;财务管理;会计核算 　　[中图分类号] F276 [文献标识码] A 文章编号：1671-0037（2015）08-55-5 　　Research on the Status Quo and Countermeasures of financialManagementforEnterprise Financial Research Projects 　　Wu Qiuxia 　　（Henan Food Industry Science Research Institute Co.， Ltd. This paper is based on the enterprises charging financial research projects， fromthe problems existed in the implementation of corporate responsibility， the internal system construction， accounting and business processes andother aspects， puts forwardpractically implementing corporate responsibility，strengthening the internal system construction， standardizingaccounting， remodeling accounting business processand other related countermeasures. 　　Keywords：financial research project; financial management; accounting 　　随着科学发展观的深入贯彻，国家经济的快速发展，经济实力的逐步增强，国家财政对科技事业的投入大幅度增加，企业（包括转制科研机构）承担财政科研项目的数量与项目经费也在逐年大幅度增长，如何管好用好财政科研资金，如何规范科研项目经费的使用与管理，确保资金的安全、有效，引起了社会各界的高度关注。尤其是近年来科研项目资金使用中出现的违规违法、科研腐败问题不断被新闻媒体曝光，更是把财政科研项目专项资金的管理问题推向了风口浪尖。2014年8月初国家科技部首次在其官网上点名通报了四起违反科研经费管理规定的典型案例，诸如使用假发票列支科研经费、自行增加预算外单位并违犯规定对外分拨经费、违犯规定大额支出劳务费和专家咨询费、提供虚假财务会计资料等等，涉及多家科研机构、高校和企业，涉及的科研课题项目甚至有“国字头”的国家科技支撑项目和863计划项目，如此种种，令人担忧。 　　据省财政厅公布的年度决算数字显示，全省科学技术支出2010年为44.67亿元，2011年为56.6亿元，2
