公益创业实践促进湖南“两型”社会建设的研究 　　［摘 要］ “两型”社会建设和公益创业发展相结合的意义在于释放社会活力、弥补市场与政府失灵、促进经济发展和社会进步。但在两者的发展过程中也伴随着公益创业初期正当性缺失，政府和企业、非营利组织的支持力度微弱等现实问题。我国应该靠政府自上而下的推动、企业和非营利组织社会主体自下而上的运作这三条交织在一起的路径实现两者的共同发展。 　　［关键词］ “两型”社会；公益创业；创新?? 　　［中图分类号］G127［文献标识码］Ａ ［文章编号］1008―1763(2011)02―0157―04?お? 　　The Research on Social Entrepreneurship in Practice ??for Two??oriented Society Construction in Hunan 　　WANG Zhong，HUANG Yuan，XIAO Min?? 　　(College of Business Administration，Hunan University，Changsha 410082，China) 　　Abstract:The significance of combining the concepts of the two??oriented social construction and social entrepreneurship development lies in that it can release the vitality of the society, make up the failure of the government and the market, and promote economic and social development. However, both of their development process is accompanied by the legitimacy of the initial lack of social entrepreneurship, government, enterprises, non??profit organizations to support the weak intensity and other practical problems. So China should rely on the government’s top??down promotion，the enterprises and non??profit organization’s bottom??up cooperation, gathering the power of the three paths to achieve the simultaneous development of Two??oriented social construction and social entrepreneurship.?? 　　Key words: two??oriented society；social entrepreneurship；innovation 　　随着“长株潭”城市群资源节约型和环境友好型社会建设综合配套改革试验区的确立，经济建设和改善民生被提上了重要议事日程。公益创业作为一种促进经济发展和增进社会福利的新方式，正在蓬勃发展。基于此，在“两型”社会背景下，构建一个经济、社会、环境相互协调发展的公益创业体系是十分必要和紧迫的。笔者以为，要充分发挥公益创业体系促进两型社会建设的作用，需要深刻理解“两型”社会和公益创业的实质内涵以及两者之间的内在一致性，并充分认清公益创业发展和“两型”社会建设过程中存在的障碍和全面实施公益创业促进“两型”社会建设的对策建议。 　　一 “两型”社会和公益创业的内涵?? 　　1.“两型”社会的内涵?? 　　 “两型”社会指资源节约型、环境友好型社会,其核心内涵是以人与自然和谐为目标，人类的生产和消费活动与自然生态系统协调可持续发展，以资源环境承载能力为基础，以遵循自然规律为核心，以绿色科技为动力，倡导环境文化和生态文明，追求经济与环境协调发展的社会体系［1］。建设资源节约型和环境友好型社会，是实施可持续发展战略、落实科学发展观、促进社会和谐、全面建设小康社会的需要［2］。?? 　　2. 公益创业的内涵?? 　　创业的涵义近来已从传统意义上的企业创建范畴拓展到非营利组织创业等多个层面，认为创业是“创造新事业的过程”，即所有创造新事业的过程都是创业。Jeffry A．Timmons说：“创业是一种思考、推理和行为方式，它为机会所驱动，需要在方法上
