南水北调环丹江口水库周边县市人口发展的研究 　　摘要：为科学指导南水北调环丹江口水库周边县市的城镇化健康发展，本文以中线工程源头第一县淅川县为研究对象，在深入分析其人口发展现状的基础上，采用线性回归、模型分析等方法对人口规模和城镇化进行了预测，并提出引导人口合理发展的对策及措施：通过深化户籍制度改革等措施降低城镇门槛，鼓励农民进入城镇，提高城镇化水平；把人口发展与产业发展整合起来思考；大力发展劳务输出；调配人口资源，建立绿色城镇体系。 　　 关键词：南水北调中线工程； 丹江口水库； 淅川县； 人口发展； 对策及措施 　　 Abstract: In order to scientifically guide the healthy development of urbanization for the surrounding counties and cities of Danjiangkou reservoir in South-to-North Water Diversion, setting the first county, Xichuan County located in the source of the central line engineering, as the object of study, this paper, based on the in-depth analysis of the development status of its population, applys the linear regression and model analysis methods to predict the population size and urbanization, and proposes the measures to guide the rational development of the population: lowing the threshold through deepening the reform of household registration system to encourage peasant to enter the town, and improve the level of urbanization; integrating the industrial development and population development; vigorously developing the service of labor export; deploying the population resources and establishing a green town system. 　　 Key words: the central line engineering of North Water Diversion Project; Danjiangkou Reservoir; Xichuan County; population development; solutions and measures 　　 中图分类号：TV21 文献标识码：A 文章编号：2095-2104（2012） 　　 　　1 引言 　　 为了解决北京及沿途大中城市工业和生活用水问题，国家决定实施南水北调中线工程。中线工程自河南省淅川县陶岔引水，主要向湖北、河南、河北、北京、天津五省市供水，将从根本上解决北京、天津、石家庄等大中城市的缺水和我国北方地区水资源短缺的局面。该工程建成后，丹江口水库库容将增加约116亿立方米，淅川县的淹没区土地面积将达到14388.27公顷，共涉及现状11个乡镇的近11万人需要动迁。淅川县作为中线工程调水源头第一县，如何安排大规模的人口迁移，未来要采取怎样的人口发展政策，成为了社会各界共同关注的话题。本文拟对此进行深入研究（研究期限至2020年），以期对环丹江口水库周边县市的人口发展有所借鉴。 　　2 现状概况 　　 淅川县位于豫、鄂、陕三省结合部，因淅水纵贯境内而得名。界于东经110°58′～111°53′，北纬32°55′～33°23′之间，县域总面积2820平方公里，南临湖北省丹江口市,西南临湖北省郧县,东南临邓州市，西北界陕西省商南县,北靠西峡县。 　　 淅川县现辖12镇、4乡，516个行政村，全县户籍总人口770369人，其中非农业人口108566人，农业人口661803人，男性399473人，女性370896人。据“非典”时期统计,全县外出人员（包括长期在外务工经商、上学和短期出差、探亲者）近10万人，故县域常住人口约为67万人。
