农村最低生活保障标准调整实证的研究 　　摘要： 本文利用计量经济模型分析了泰安市1997年-2009年农村最低生活保障标准的面板数据，对影响农村最低生活保障标准调整的因素做出了定量及定性分析。分析表明：人均预算内财政收入是农村最低生活保障标准调整的主要影响因素。但由于考虑因素欠妥，农村低保标准调整中存在依据不够合理，人为因素影响较大等问题，产生了农村低保标准偏低、覆盖面窄、未实现应保尽保等负面效应。由此提出合理调整农村低保标准的建议，为客观合理制定适合当地经济发展水平的农村低保标准提供科学依据。 　　Abstract： This paper analyzes the panel data of rural minimum living standard of Taian in 1997-2009 by the econometric model， and makes a quantitative and qualitative analysis of the factors effecting the standard adjustment of rural minimum living guarantee. Analysis shows that the budget revenues per capita is the main factors affecting the adjustment of rural minimum living standard. However， due to the improper considerations， the standard adjustment of rural minimum living standard is not reasonable， and is influenced by human， which lead to a lower minimum standards， narrow coverage， and failure to achieve guaranteed standard. Accordingly， the recommendations for the reasonable adjustment of the rural minimum living standard are put forward， and scientific basis to make rural minimum living guarantee standards that suitable for the local economic development level are provided. 　　关键词： 农村最低生活保障标准；最小二乘法；调整；影响因素 　　Key words： rural minimum living guarantee standard；the least squares method；adjustment；influencing factors 　　中图分类号：C913.7 文献标识码：A 文章编号：1006-4311（2015）05-0310-03 　　0 引言 　　作为农村最低生活保障制度核心问题的农村最低生活保障标准（以下简称“农村低保标准”）是确定农村最低生活保障对象、筹集农村最低生活保障资金等各项工作的重要参考依据。根据影响因素的变动，适时正确地调整农村低保标准，才能更好保障农民最低生活的需要。因此，探明农村低保标准调整中的影响因素及存在的问题，对于正确确定低保标准并合理调整尤为重要。本文根据泰安市民政局组织、笔者参与的“泰安农村最低生活保障状况调查”和统计年鉴的相关数据，通过Eviews软件分析农村低保标准调整的影响因素以及调整中存在的问题和产生的负面效应，提出相关建议，以期为农村低保标准调整提供科学依据。 　　1 泰安市农村低保标准调整的基本状况 　　泰安市从1997年开始实施农村最低生活保障制度，到2009年共6次调整农村低保标准。从表1可以看出，最初实施农村低保制度的前两年，低保标准定为每户年人均450～600元。1999年，泰安市农村低保标准调整为每户年人均550～800元。2000年，全市农村低保标准调整为600～800元，并保持6年不变。2006年～2009年，每年泰安市农村低保标准都有较大幅度调整，低保标准上、下限平均提高100元。到2009年，泰安市农村低保标准提高至1000元以上，全市有近14万农村人口纳入低保范围。这说明随着农村低保制度的全面建立，泰安市注重农村低保标准调整的适时性，但是调整的幅度不大。 　　2.4 结果分析 综上所述，方程（3）可以作为研究泰安市农村低保标准的优选模
