土地征用过程农民经济权益可持续保障的探讨 　　摘要： 农村集体所有制土地征用过程，侵害村民合法权益现象时有发生，由此引发失地农民经济权益的保障问题。文章认为，现行土地征用政策存在诸多不合理，国家应在保证所有权主体平等的基础上，实现农民与其土地使用者之间的平等交易。国家可在保障农村集体土地所有权的基础上，由农民收取土地使用权出让金。国家转让土地使用权，收取使用权转让费用。土地流转中的地价增值收益，应在农民、政府和开发商之间合理分配，保证农民所有权收益，体现政府规划权收益，保护开发商投资收益，实现农民经济权益的可持续保障。 　　Abstract： In the process of rural collective ownership land requisition， the phenomenon of infringing upon the lawful rights of peasants frequently occurs which causes the security problem of the farmers economic rights and interests.
