协同监督机制信息化的规划的研究 　　【摘 要】通过对协同监督机制的管理理念和信息化发展趋势进行研究，推动监督与电网企业管理深度融合，是公司惩防体系建设工作的创新实践，是公司落实党风廉政建设责任制的重要措施。在不断深化应用与落实的过程中，分析电网企业协同监督机制信息化应用业务需求，编制适用于电网企业的协同监督业务模型，结合当期电网企业实际情况进行协同监督的可行性分析，通过在线监控手段及目前已有的业务功能及产品特点，为在线自动监控的具体实现路径及功能规划方向提供参考建议。 　　【Abstract】Through the research on the management idea and informationization development trend of the cooperative supervision mechanism， promoting the deeply integrated between inspection and power grid enterprise， is the innovation practice of the punishment and prevention system construction of enterprise， and is the main measure for company implementing the responsibility system of the ethos of the party and the construction of probity-government. In the process of deeply application and implementation， paper analyzes the business requirements of informatization application of power grid enterprise collaborative supervision mechanism， makes up the collaborative supervision mode applying to the power grid enterprise， combining the actual status of power grid enterprise， analyzes the feasibility of collaboration supervision， through the online supervision method and the function of current business and the characteristic of the products， provides reference for the specific method of realizing the online supervision and the direction of function planning. 　　【关键词】协同监督机制；信息化；协同监督模型；功能路径 　　【Keywords】collaborative supervision mechanism； informatization； collaborative supervision model； functional path 　　【中?D分类号】D035.4 【文献标志码】A 【文章编号】1673-1069（2017）08-0127-05 　　1 引言 　　随着中央和电网企业不断加强反腐倡廉建设，内外部监管环境对落实好监督责任，深化协同监督机制，推进“三化三有”特色惩防体系建设提出了新的要求，这就使得公司迫切需要深入考虑协同监督机制的优化改进方向及监督手段创新问题。 　　探索以风险为导向，以业务合规监督为重点的协同监督机制，并结合业务部门协同监督需求以及电网企业的重大廉政风险和常见问题，运用信息化手段构建在线监控指标规则体系，已成为电网企业的重要课题研究。 　　2 协同监督机制现状 　　国务院国资委副主任王文斌在“十三五”央企法治工作会议上提到：“中央企业法治工作将努力推进 ‘一个升级、两个融合、三个转变’，三个转变是法治建设职责转变、法治工作向企业各部门协同配合、共同参与转变，法律管理向风险防范、合规管理和法律监督一体化推进转变”。 　　电网企业积极响应国资委要求，落实监督责任，制定协同监督管理标准，深化廉政风险协同监督机制执行，已形成了“目标明确、责任清晰、流程规范、指标量化”的监督管控模式。自协同监督机制建立以来，企业的监督组织和监督责任得到有效强化、工作流程得到
