政府垃圾管理新的思维初探 　　摘要：城市生活垃圾处理是政府公共服务的重要内容，随着我国城市生活垃圾总量的增加，原有运行管理模式已经不能满足需要。政府主管部门应当转变自身职能，从垃圾处理向垃圾管理转变，专心做好监督工作，将具体的处理事务交给私人部门，以提高整体的效能。 　　关键词：生活垃圾城市管理 　　Abstract：The treatment of municipal solid waste is an important affairs of government public services, but the original management model has not fulfilled the demand by the rapid increase of solid waste. So the government ought to change it’s duty on municipal solid waste, transfer from the treatment to the management, focus on supervision and deliver the detail business to private department to improve the efficiency. 　　Key words：municipal
