II II Abstract Abstract The Third Plenary Session of the 16th Central Committee of the Communist Party of China clearly proposed “plan the development of the rural areas and the cities” as the first important in the “five overall plans”. This session emphasized “the establishment of the system to gradually change the rural –city areas economic system. This is a very important theoretical innovation and policy guarantee in coordinating the relationships between the rural areas and the cities. It is also a strategic idea to ensure development of the rural areas and the cities. Advancing the incorporation of the development of the rural areas and the cities and planning the development of the rural areas and the cities are the necessary requirements of our social development in the future decades, and a very important measure in building the well-off society. Also it is the embodiment of implementation of scientific development. This thesis starts from the internal logic relationships between the urbanization of China and the coordination of the economy of the rural areas, combines the elimination of the gap between the rural areas and the cities and the promotion of the development of the rural areas. Also tries to find the laws in rural areas and cities development through the functional mechanism of the development. So the author thinks first we should modify the systems and the policies, so that we can perfect the functional mechanism of rural area and the city development. Secondly, through the analysis of the gap between the cities and the rural areas , to further demonstrate the key to decrease the gap between the rural areas and the cities is to solve the systematic contradiction and structural barriers in the rural development and to adjust the imbalanced rural and city development strategies and no longer limit the questions in the rural areas but in the structure of how to coordinate the development of the rural areas and the cities.
