PAGE PAGE VI 摘要 随着世界融合教育运动的发展，越来越多的残疾儿童进入了普通学校接受 教育。特殊体育教育是特殊教育的重要内容，是教育事业的重要组成部分。国家 教育部颁布的《特殊教育学校暂行规程》指出“特殊体育教育的目标是：学生掌 握锻炼身体的基本方法，具有较好的个人卫生习惯，身体素质和健康水平得到提 高；初步掌握补偿自身缺陷的基本方法，身心缺陷得到一定程度的康复”。而且 在国务院颁布的《残疾人教育条例》中指出：“国务院教育行政部门和省，自治 区，直辖市人民政府应当有计划地举办特殊教育师范院校、专业，或在普通师范 院校附设特殊教育师资班，培养残疾人教育教师”。特殊体育在特殊教育中的地 位举足轻重。而我国特殊体育教育的师资现状是：教师数量不足，起点较低，理 论素养差；专业基础不扎实，业务能力不强；大多数特教教师没有受过正规特殊 体育教育专业的培训与考核。因此，如何培养足够数量、高质量的特殊体育教师， 加强和完善特殊体育师资培养工作是关系到特殊体育教育事业的发展的大事。所 以，本论文采用文献资料法和比较分析法以特殊教育发展为背景，分别从国内外 特殊教育和特殊体育教育师资的培养目标，培养模式、课程设置三个方面进行比 较和分析，并在结合我国基本国情的基础上提出一套适合我国现阶段的特殊体育 师资人才的培养方案，为我国特殊体育教育师资培养提供参考依据。 关键词：九年义务教育；特殊体育；师资；特殊教育 Abstract Along with the world fusion education movement development, the more and much many children with disabilities entered the ordinary school to accept the education.
