II II Abstract With the development of national enconomics,electricalpower data collection field in our country has made a contious progress.Now the anto remote electricalpower data collection system has been applicated in many middle and large cities in our country.But because of the faults of the anto remote electricalpower data collection system what makes the system runs not stabily,and the problems that electricity stealing etc caused by the not good everyday’s management.So there are mainly used the style of human collecting electricalpower data in actual work.And the style of human collecting electricalpower data has the problems that the mistake data numbers and missing the users and the workers makes an idle time during the work time and fill the tables as his please. mobile phone electricalpower data collection system aim at the style of human collecting electricalpower data and sloves those problems ,it has a wide application in our lives. Through analysis the state of electricalpower data collection system’s development in home and abroad,it makes a conclude the faults and default in this field in our country and give out a new method of mobile phone electricalpower data collection system.it can sloves the electricity stealing and missing problem by the software-customing,also can sloves the lazy workers problem by using the GPS .Using the GPRS and USB to implement the communication between the mobile phone endpoint and the server.It makes a detailed description of the demand and design of this system,and discuss the layered software architecture,and explain the thinking and traits of the MVC model,and design and implement the communication between the server and mobile phone endpoint.At last there is the summarize of this work and the prospect of the system’s application in the electricalpower data management field in our country.
