城市规划实施的生态安全评价及空间调控建筑技术科学专业论文.docx

摘 要 改革开放以来，我国的城市化水平得到了快速发展。可是在这高速的城市化 背后，却存在着诸多不可持续的发展现象。社会经济的提升往往以牺牲城市生态 安全为代价，生态用地被蚕食、生态结构被破坏、生态环境被污染，极大限制了 城市未来的进一步发展。然而，城市规划作为引导城市和谐发展的主要手段之一， 却因缺乏对城市规划实施后的生态安全进行评价，未能及时提出改善生态体系的 调控策略，从而处于尴尬的地位。从而使得城市的建设陷入了恶性循环的发展轨 迹。 文章首先阐述了目前我国城市规划体系所面临的问题，以及由这些问题产生 的严重后果，再通过对国内外城市规划实施评价与生态安全评价研究相关理论和 方法的整理，总结出一套针对城市规划实施后生态安全评价的指标体系，并以重 庆市北部新区为例进行评价分析。基于北部新区的评价结果，探索城市规划实施 的生态实效机制，其中包括失效机制和成效机制的研究，力求从城市规划三大体 系中寻找城市规划实施生态安全失效的本质原因，从实施的过程及结果总结实施 的成效经验。总结研究成果，最终落实到空间要素中，针对北部新区构建生态安 全格局，以此为依据，提出以问题为导向及以目标为驱动的空间调控策略，并对 下一轮规划的指导建议。 城市生态安全的缺失已经成为中国快速城市化过程中不能再回避的问题。文 章希望通过城市规划实施的生态安全评价体系、实效机制以及空间调控策略的研 究，探索一条引导城市可持续发展的道路，使得城市规划学科能真正引导城市和 谐发展。 关键词：城市规划实施，生态安全评价，实效机制，空间调控 ABSTRACT With the reform and opening up, Chinas urbanization level has developed rapidly. But behind this high-speed urbanization, there are many unsustainable developments. The enhancement of social economy is often at the cost of ecological security in city, e.g. ecological land is eroded, the ecological structure is destroyed and the ecological environment is polluted, which greatly limited the citys future development. And urban planning, as the main means to guide the city to the harmonious development, failed to put forward adjusting strategy timely to improve the ecological system, for lacking of make commenting on ecological safety after the implementation of urban planning. Then make city construction fall into a vicious circle. This paper describes the problem on current system of urban planning in China and the serious consequences of these problems, by summing-up the theory as well as methods about urban planning implementation and ecological security assessment among western countries and China, summarizes a set of indicator system for post-urban planning implementation, finally make evaluation analysis with Chongqing New North Zone as an example.
