城镇化进程中保障性住房的供给与需求研究——以潍坊市为例社会保障专业论文.docxVIP

摘 要 在工业化和城镇化进程中，住房扮演着越来越重要的角色，并在城镇居民消费需 求升级的过程中日益成为居民消费的热点。但是当前我国的房地产市场存在着许多问 题，工业化和城镇化的发展使得土地价格和商品房价格逐年上涨，最终超越了居民购 买住房的支付能力，而适合城市低收入居民家庭的保障性住房的数量远远难以满足市 场的需求。这部分家庭仅依靠自己的力量很难实现安居乐业，政府应承担必要的责任， 以解决居民家庭住房支付能力与住房供给的矛盾。我国自 1994 年开始进行住房制度 改革，逐渐建立起以经济适用房、廉租房和公共租赁房为主的保障性住房供应体系， 以改善低收入阶层的住房困难问题。但是由于保障性住房建设管理制度的不完善以及 在实施过程中存在的各种问题，导致许多低收入阶层的住房问题并未得到解决，城市 保障性住房的供需矛盾依然严峻。 本文结合潍坊市保障性住房建设的实际情况，对潍坊市保障性住房的供给和需求 现状进行了阐述，提出了其在实施过程中存在的问题；运用数据预测未来 5 年潍坊市 低收入阶层对保障性住房的需求情况，并通过对潍坊市保障性住房供给和需求状况的 分析，为政府未来保障性住房的建设规模提供依据；最后通过对国外解决保障性住房 供需矛盾的经验借鉴，得出切实可行的解决潍坊市保障性住房供需矛盾的措施。 关键字：保障性住房 住房供给 住房需求 Abstract It is more and more important for the housing in the process of industrialization and urbanization. And housing turns to be the popular issue due to the upgrade of consumers’ demand. However, the real estate product market still needs some improvements. For instance, urbanization and industrialization lead to the rise of land’s and houses’ price. On one hand, the house price goes beyond the paying ability of citizens. On the other hand, the supplement of houses especially for low-income families in cities cannot cover the basic demand. The living standard is not steady when the low-income families stand on their own feet. The conflict between paying capacity and housing supplement should be fixed by the government. Since 1994, when the revolution of housing system started, economical housing, low-rent housing and public rental housing have gradually become the major parts of affordable housing system, aiming to ensure the access of housing security.
