以上问题产生的原因，主要有缺乏劳务派遣机构资质审批及有效监管，部 分国有企业和外资企业的劳务派遣用工主流化，同工不同酬、社保缴费偏低， 存在“假外包，真派遣”的情况，《劳动合同法》规定不明确不细化和劳务派遣 公司专业化服务水平参差不齐、总体偏低等。 针对以上问题，需要从建立健全行业监管制度、发挥政府等相关机构作用、 完善劳务派遣法律法规、强化劳务派遣机构监管、完善派遣人员的权益保障机 制等方面进行改进。 关键词：劳务派遣 分析 发展 Research and Analysis to Promote the Development of labor dispatching Abstract The labor dispatch is a new method of hiring labor market way, this way of employment, to ease Chinas labor market demand, to help solve the labor employment. But the labor dispatching also has some negative effect. For example,the labor dispatch has brought a certain risk to labor dispatching company, employing units and laborers . Because one of the characteristics of the labor relations is the short-term , it is inevitable to reduce the quality of employment. Now the labor dispatch emergences many problems , especially the damage for rights and interests of the workers is particularly prominent. China has a large population, the labor market demands strongly .labor dispatching is one of the important components of the development of labor market, how to regulate the labor dispatching in China has important significance to reduce the contradiction between the worker and the employer unit,and to construct a harmonious society . Labor dispatch in recent years has been rapidly developed in China and appreciated and supported by many local governments, which shows that the labor dispatch has its profound foundation and meet the need of labor market , labor supply and demand sides in a certain extent, especially in support of the reform of state-owned enterprises、 promoting flexible employment、organization of surplus rural labor to city and non agriculture the transfer of industry； such a positive role can not be ignored.The labor dispatching in China shows the positive role in the following aspects: first , it is to promote the employment of laid-off workers；secondly, temporary jobs are met；thirdly, labor dispatch can meet the temporary labor demand for professional instituti
