摘 要 在全球化和新技术革命的推动下，全球经济社会发生了重大而深刻的变化， 区域经济格局出现了新的空间重构过程。在这个过程中，无论是在发达国家还是 在发展中国家，都出现了一些具有产业集聚特征的快速发展区域和具有较高创新 能力的工业园区，成为区域或城市经济增长的引擎。这些现实表明，产业集聚已 成为区域发展的重要过程，而创新则成为区域发展的动力。 本研究的角度和核心是以产业可持续创新发展的观点理解和分析工业园区 的发展，在这里产业可持续创新发展包括多方面的内容，如产品和工艺创新、管 理和组织创新以及市场创新等，因此我们更多地把这种产业发展作为一个城市或 区域问题而非产业自身的问题加以研究。我们试图要说明的是，工业园区不是各 类企业的简单扎堆，如果工业园区不能随着入驻企业的增加而产生某种聚集效 应，也就是说不能形成基于网络化和社会资本的发展，那么工业园区就将难以形 成可持续的发展能力。一言以蔽之，工业园区发展的目标就是培育和发展富有效 率的专业化产业集群。 以衡阳工业园区为个案，就城市工业园区及产业集群发展的若干理论和实践 问题开展分析，其研究结论无疑会对区域技术创新的理论研究起到促进作用，对 区域工业园区提高技术创新能力，获得竞争优势，最终促进区域经济健康发展也 有重要的实践意义。 关键词：创新发展; 工业园区; 产业集群 Abstract In the context of globalization and new technology revolution, the global economic community experiences major and profound changes, regional economic pattern shifts in the new space reconstruction process.
