Some disadvantages gradually appear with the fierce competition day by day. This paper contains three chapters. Chapter one talks about the strategic meanings of developing medium — small enterprise, which includes alleviating and obtaining employment, promoting industrial structure adjustment and strengthening innovative dynamics. Chapter two introduces the main experiences of Japan America and England, and also summarizes their experiences. Chapter three contains two parts, Part one introduces the factors that restrict the development of medium — small enterprises, and these factors contains idea, policy, law, capital, imperfection of functional department, lacking technician and so on. Part two introduces the construction of the supporting system by government from eight sides, and it includes building and perfecting administrative management organization of medium―small enterprises, perfecting the supporting system by law, building and perfecting service system of information, perfecting credit assuring system and offering polyhydric financing channel, perfecting social service system of medium — small by favorable policy, supporting the technological innovation, and developing the way of distinct china characteristics and industry gathering.
