上海市公立医疗机构“管办分离”改革前后医疗服务效率的比较研究 HEALTH CARE EFFICIENCY COMPARISON RESEARCH BEFORE AND AFTER THE REFORM OF“DIVISION BETWEEN PUBLIC HOSPITAL REGULATION AND MANAGEMENT AFFAIRES” IN CITY HOSPITALS OF SHANGHAI ABSTRACT Objective The research has two purposes. The first purpose is to understand the technical efficiency of public hospitals in Shanghai and make recommendations to improve efficiency of hospital resource utilization. And secondly, to explore the relationship between the reform of “division between public hospital regulation and management affaires” practiced in Shanghai in recent years and the efficiency change in these public hospitals, in order to provide the basis for making the policy better. Methods In this study, the research methods used literature review and comparative study. Focused on 18 public hospitals in Shanghai, collected their annual reports from 2004 to 2007 and interviews literature, used ratio analysis and stochastic frontier cost model of panel data to measure technical efficiency, and find out main causes of inefficiency using multiply regression analysis. Results Theoretical Studies find that the reform of “division between public hospital regulation and management affaires” in China has varying modes and many problems exposed in the practices. Further empirical Analysis toward Shanghai indicated that its reform has no influence on hospital efficiency.
