Abstract Abstract After 2012 ， the Province-Managing-County Reform will be in full swing ， this will be a challenge undoubtedly for the relatively backward economic development of Yunnan ethnic autonomous areas. Yunnan Province has a total of eight ethnic autonomous prefectures in 2009 and 29 autonomous counties ， autonomous regions complex social contradictions，coupled with the unique natural geographical and cultural environment ， increasing uncertainties in the reform process.Multi-ethnic autonomous regions and multi-ethnic county characteristics caused by structural reform and conflict of Self-Government Act， in the case of asymmetric information， the provincial government on ethnic relations ， ethnic issues dealt with the adequacy，as well as new institutional reforms to bring national policies ，regulatory changes the resulting policy impact in minority areas ，coupled with ethnic autonomous region itself involved in the mechanism is imperfect ， and the autonomous regions of local government management capacity constraints ， the constraints of the current financial distribution system on the economic and social development in ethnic autonomous areas ， a variety of exogenous factors intertwined ， and have a direct impact on the harmonious development of the autonomous region in the reform process at any time lead to the risk，it’s a test of the ability of national autonomous areas for the provincial government departments in handling emergencies.How to avoid and guard against possible the risk ， and proactively take measures to prevent risks ， rather than passive acceptance of risk is the key to put the progress of reform smoothly of national regional ， this also is the problem
