中粮茶产业链质量安全管控研究 摘 要 茶叶是世界三大饮料之一,内含有利于人体健康的营养成分。中国是世界上最早种植 与饮用茶叶的国家,也是当今世界茶叶种植面积和种植产量最大的国家,茶叶在发展农业 经济、促进农民增收、农产品出口创汇等方面具有重要的地位和作用。 本文通过对中国茶叶质量安全现状的分析,提出构建从茶园到终端消费的中粮茶产业 链。作为 28 类食品之一,茶叶产品的质量安全问题主要是农药残留、重金属、微生物残 留、异物问题,前 2 个问题主要产生于茶叶的源头生产,后 2 个问题主要产生于茶叶的加 工过程。为保证茶叶产品的质量安全,在战略层面,中粮茶叶从全产业链管控逻辑出发, 在技术层面通过基地管理体系、可追溯体系、检验检测体系等 6 个体系措施,在管理层面 对全供应链的 12 个环节设定质量指标,全面应对茶叶质量安全风险,提升食品安全的风 险控制能力和管理水平,确保茶叶产品的品质安全、营养健康。 在此基础上,本文以产品本质安全为目标介绍了中粮“海堤红”研发创新案例。 关键词:茶叶; 产业链; 质量安全; 风险控制 I A Study on quality and safety control of COFCO tea industry chain Abstract Tea is one of the worlds three largest beverages, contains the nutrient components easy to human health. China is the earliest planting and drinking tea country, but also in todays world tea planting area and yield the largest countries, tea has an important role in the development of agricultural economy, promote the farmers income, agricultural product export. In this paper, through the analysis of the present situation Chinese tea quality safety, put forward from tea plantation to the end consumer COFCO tea industry chain. As one of the 28 categories of food quality and safety issues, tea is the main product of pesticide residues, heavy metal residues, microorganisms, foreign bodies, the source of production of the 2 major issue in tea, processing after 2 questions mainly produced in tea. In order to ensure the quality and safety of tea products, at the strategic level, COFCO tea from the whole industry chain of control logic, at the technical level through the base management system, traceability system, test system 6 system measures, in the management in the face of quality index of 12 stage supply chain setting, comprehensive response to the tea quality safety risk, risk control
