医疗费用控制视角下药学服务体系国际比较※.PDF

冷美玲 陈莉莉 徐怀伏 【摘要】目的 探寻我国药学服务发展的不足，为完善我国药学服务体系提供参考建议。方法 对美、英、日、澳 四国的药学服务实践及其控费模式进行分析，并结合我国药学服务发展现状，总结我国药学服务发展的不足。结果 我国药学服务存在药学服务人力资源储备不足、政策层面上缺乏法律保障和制度支持、医疗机构环境不兼容以及社 会意识薄弱等不足。结论 我国应尽快设立药师法、改革药学教育体制和完善执业药师制度以及先后进行医药分业 与设立药事服务费。 【关键词】医疗费用；药学服务；国际比较 International Comparative Study of Pharmaceutical Service System from the Perspective of Medical Cost Control LENG Mei-ling CHEN Li-li XU Huai-fu 【Abstract 】Objective To explore the insufficiency of pharmaceutical service in China and provide advice to improve the pharmaceutical service system.Methods Combined with current situation of pharmaceutical service in China,the paper analyzes practices of pharmaceutical service and patterns of medical cost control through pharmaceutical care in the USA,the UK, Japan and Australia,thus concluding the shortcomings in China.Results There exists some deficiencies such as lack of human resources in pharmaceutical service,lack of legal guarantee and institutional support at the policy level,incompatibility of medical institutions and weak social consciousness in China’s pharmaceutical service system.Conclusion Chinese government should establish pharmacist law as soon as possible,reform the pharmacy education system and improve the licensed pharmacist practice,as well as setting up Pharmaceutical service fee after finishing the separation of prescribing and dispensing. 【Key words】Medical cost;Pharmaceutical service;International comparison 1 2017 年 1 月24 日，《国务院办公厅关于进一步 1.1 21 世纪以来，医疗费用过快增长给 改革完善药品生产流通领域使用政
