西部农业科技投资剖析 　　摘要：发达国家农业增长中科技的贡献达到60%~70%，甚至更高，而我国仅有40%~50%的水平，欠发达的西部地区则更低。西部是我国农业资源富集地区，不但要明确政府在农业科技投资中的主体地位，还应加大私人部门对农业科技投资的资金支持，提高农业科研投资强度；要建立和完善增加农业科技投入的投资、监督、保障和责任机制，并将农民人力资本投资、农业技术推广、农业生产实践、农民投资服务体系创新融为一体。 　　关键词：农业科技投资；农业技术推广；农民投资服务体系；西部；重庆 　　中图分类号：F127；F303.2 文献标志码：A文章编号：1008-6439（2009）02-0029-06 　　 　　Analysis of Agricultural Scientific and Technological Investment in West China 　　―Taking Chongqing as an Example 　　LAI Jing-sheng1, FENG Quan-guang2 　　(1. a. West China is rich in agricultural resources, should not only ascertain the main position of government in scientific and technological investment but also enlarge private investment in agricultural science and technology, raise investment strength of agricultural scientific research. Investment, monitoring and responsible mechanism of agricultural scientific and technological investment should be established and perfected, and peasants’ human capital investment, agricultural technology promotion, agricultural production practice and peasants’ investment service system innovation should be integrated. 　　Key words: agricultural scientific and technological investment; agricultural technology promotion; peasant investment service system; west China; Chongqing 　　 　　科技是第一生产力，国内外的实践充分证明了这一科学论断。目前，发达国家农业增长中科技的贡献达到60%~70%，甚至更高，而我国仅有40%~50%的水平，欠发达的西部地区则更低。相关研究表明，从事农业科技活动人员数量增长１％时，西部农村GDP增长0.33％；农业科技投入增长１％时，西部农村GDP增长0.32％[1]。根据有关学者的研究，西部地区各省(市)之间农业科技的基本水平存在差异，但总体水平不高，农业科技进步率仅为1.27%，说明西部地区的科技进步率较低[2]。西部地区地域辽阔，占全国国土面积的71.5%，农业资源具有富集和多样性的特点，
