I I 摘 要 1994 年《国务院关于〈中国教育改革和发展纲要〉的实施意见》提出了“建 立健全社会中介组织”以来，非营利教育社会中介组织在我国得到蓬勃发展。非 营利教育中介组织既是我国教育改革的产物，又是推动改革的力量，已成为我国 教育改革与发展的重要平台。然而，由于种种因素的影响，非营利教育中介组织 在实现组织目标、发挥其作用与功能的过程中，呈现官僚化与科层化，部分教育 中介组织公共价值导向薄弱，部分中介组织缺乏透明度和公信力等问题。因此， 非营利教育中介组织绩效改进的研究有着非常重要的意义。 本文共分为四章。首先是绪论，主要是从研究的背景及意义，研究的文献综 述、研究的思路和方法以及创新之处对本文进行了一个总的概括。其次主要是分 析了非营利教育中介组织绩效偏低的表现及其原因，并阐述了非营利教育中介组 织的绩效改进研究的紧迫性。再者就是重点构建了非营利教育中介组织绩效改进 的框架模型，提出了应当从非营利教育中介组织内容运行绩效、非营利教育中介 组织服务政府绩效、非营利教育中介组织服务学校绩效、非营利教育中介组织推 进公共治理的绩效等四个维度进行绩效改进，并详细分析了各个改进维度的具体 指向。论文最后是针对上述的问题，依托所提出的绩效改进框架，提出了加强非 营利教育中介组织内部运营管理、改善非营利教育中介组织的外部环境与建立非 营利教育中介组织责任机制等具体的建议措施。 关键词：中介组织；非营利教育中介组织；绩效改进 II II Abstract With the establishing of the views of the implementation of the proposing a sound social intermediary organizations that State Council on Chinas educational reform and development program in 1994, the non-profit educational and social intermediary organizations in China are booming.
