國立空中大學社會科學系 ．1 ．171 社會科學學報，民國 98，16期，171～188 少年外展工作發展之分析 ─以臺北市為例 （Development of Outreach Work for Adolescents – A Case of Taipei City ） ∗ 胡 中 宜 （Hu, Chung-Yiu ） 摘 要 自1978 年救國團張老師在臺北街頭進行少年外展工作開始，外展工作 方法逐漸受到社工實務的重視；深受香港的影響，1996 年臺北政府委託民 間福利團體陸續開辦外展服務，外展工作正式進入戰國時期，歷經10 年的 發展，從摸索嘗試到建構出實務理論與評估方法，但隨著當今少年生活型態 與政府政策的改變，外展工作未來何去何從，其工作定位與實施手法如何轉 變值得深思。本文分析各少年服務中心辦理的歷史、現況經驗與模式，提出 幾項實務討論。最後提出以社區為基礎的外展工作模式、發展合適的評估指 標與建構個案管理系統等建議，提供外展實務若干省思。 關鍵字詞：少年福利 外展工作 社會工作 ∗ 本文作者服務於國立彰化師範大學輔導與諮商學系 —171— ．2 ．172 社會科學學報，民國 98，16 期 Development of Outreach Work for Adolescents - A Case of Taipei City Hu, Chung-Yiu Abstract Since 1978, China Youth Corps began to use outreach work for adolescents, social workers attach great important to these practice model in Taiwan. The Taipei city government also began to launch outreach work by contract out. Outreach social workers in Taipei City were deeply affected by experiences of Hong-Kong. During 10 years, they built some practice theories and evaluation methods. But adolescent‘s life styles and the policy of the government are changing. How do social workers change their practice strategies? The author analyzed models of outreach work, and suggested to develop community based services, indicators of evaluation and a case management system.
