Based on the review and brief summary of relevant studies of Eco-Industrial Park all over the world, this paper selects Hangu Modern Industrial Park as the case to study its developing pattern of Eco-Industrial Park under the background of water shortage and water pol- lution in Binhai New Area. This park mainly consists of chemical industry that consumes and discharges a large amount of water under the constraints of water resources, so it is very important to explore its sustain- able development with its fast economic growth under the constraints of water resources.
