中文 在口益发展、竞争激烈的现代国际市场屮，许多发达国家利用人们对环境保护和生态 发展作为掩护，对进口产品实施绿色贸易壁垒政策，限制我国印刷包装行业出门企业的产 品的进门。 对于我国印刷包装行业出U企业来说，国际绿色贸易壁垒采取了绿色关税制度、绿色 市场准入制度等形式，自然也许多影响。从正面来说，促使了我国走可持续发展道路，创 造了新的市场机遇等等；用消极的态度看，也缩小了山口范围，削弱了企业效益，加重了 多边摩擦。针对这些影响，我国应从国家政府到企业自身三方面采取措施，政府不仅在国 外要解决摩擦，加强合作，在国内也要提高环保意识等；行业协会主要起协调出U信息和 结构等；还有岀U企业自身，要发展绿色包装和绿色市场。通过对绿色贸易壁垒的分析和 措施的采取，相信必能绕开壁垒，获取更多的效益。 关键词：绿色贸易壁垒；印刷包装行业；影响 Abstract As the modern international market is wealthy increasing and the competition is stiff， many developed countries take advantages of people s attention on environmental protection and ecological development to implementation Green Trade Barriers, limiting or even banning the import of our export s products of Printing and Packaging industry. For our Printing and Packaging export company, international Green Trade Barriers adopt the forms such as Green tariff wall, Green market admittance system, and so on, of course it takes effect. From the positive view, it prompt the sustainable development, bring about the new marketing opportunities, and so on. Frow the negative point, it shorten the scope of exportation, weaken the revenue of the company, and aggravate the conflict. For this, wc should take measures from both government and company itself- The government should not only solve the scrub and intensify the communicates, but also raise the awareness of environmental protection. The industry association coordinate the exports information and instruction. What more, the export company should also develop the green packaging and market. Through this, wc believe the wc can steer clear of barrier and win more dividend. Key Words : Green Trade Barriers; Printing and Packaging Industry; the effect 引言 在贸易自由化趋势加重和关税壁垒降低的情况下，各国为了维护自身经济利益，不断 寻找非关税壁垒手段保护木国市场。发达国家利用世界对人类健康、自然资源和生态环境 的关心，提出了旨在维护其在国际贸易中的既得而阻止发展中国家产品进入其市场的绿色 贸易壁垒。绿色贸易壁垒对正处于发展中国家的中国来说，无疑是一个莫大的挑战。对于 中国的印刷包装出U企业来说，国际市场的各种高标准制度使得印包出口产品陷入了低迷 期。然而，即使绿色贸易壁垒对我国印包行业带来了许多负面影响，但是不可否认，也有 积极地作用。面对这些，我国从政府到印包出口企业，都应该积极主动的应对挑战，争取 克服绿色贸易壁垒，同时尽可能为我国国民经济和国际地位争
