　 第37卷第6期 煤　 　 炭　 　 学　 　 报 Vol.37　 No.6　 　 2012年 6月 JOURNAL OF CHINA COAL SOCIETY June　 2012　 - - - 　 　 文章编号:0253 9993(2012)06 1061 06 井工矿低碳生态矿山建设多阶段综合评价模型 信春华,丁日佳,刘　 峰 (中国矿业大学(北京) 管理学院,北京　 100083) 摘　 要:为科学合理地评价井工矿低碳生态矿山建设效果,通过分析低碳生态矿山建设评价的特殊 性,考虑历史、现状和未来3 个维度,建立了低碳生态矿山建设评价的多阶段综合评价模型。 设置 必备条件进行第1阶段筛选评价;构建基于模糊综合评价的低碳生态矿山评价模型进行第2 阶段 评价,评价模型中,采用功效系数法确定硬指标隶属度,采用属性层次模型确定指标权重;建立具有 激励(或惩罚)特征的低碳生态矿山建设效果动态综合评价模型进行第3 阶段评价,从而激励企业 持续进行低碳生态矿山建设;最后运用该方法对冀中能源集团的3 个示范矿山进行评价,结果表 明:所得评价结果与矿山低碳生态建设的实际情况相符,该方法可以运用到井工矿低碳生态矿山建 设的定量评价中。 关键词:低碳生态矿山;多阶段综合评价;模糊综合评价;动态综合评价;属性层次模型 中图分类号:X752　 　 　 文献标志码:A Multi-stage comprehensive evaluation model on low-carbon ecological mining construction in underground mine XIN Chun-hua,DING Ri-jia,LIU Feng (School of Management,China University of Mining and Technology(Beijing),Beijing　 100083,China) Abstract:In order to evaluatelow-carbon ecological mining construction effect,based onthe special nature analysisof low-carbon ecological mining construction,the multi-stage comprehensive evaluation model on low-carbon ecological mining construction was established,which considered the three dimensions of history,present and future.The first phase evaluation was proceeded through setting prerequisites to screen.The second phase evaluation was proceeded through buildingfuzzy comprehensive evaluation model,inwhich efficacy coefficient methodwasadopted to determine membership and Attribute Hierarchical Model(AHM)was adopted to determine weights.In order to encourage enter- prises to ongoingproceedlow-carbon ecological mining construction,thethirdphase evaluationwasproceededthrough establishing
