精品毕业论文 PAGE 我国稀土资源进出口现状及其政策研究 专业：国际经济与贸易 学生： 指导教师： 【摘要】 稀土是一种重要的战略资源，具有重要的经济和军事国防战略意义。中国是全球稀土储量第一大国，具有资源要素禀赋优势，伴随着其他国家严格控制稀土开采、出口和积极储备稀土资源，中国却在 “滥采贱卖”稀土资源，使得我国稀土资源陷入了“比较优势陷阱”，资源优势不断削弱，不具备稀土国际定价权，稀土资源出口价格受外商控制，有资源而无利益，环境污染严重。为了调整我国稀土资源进出口贸易结构，控制我国稀土出口量，提高稀土资源出口价格，实现我国稀土资源和环境的可持续发展，我国实行了一系列的稀土资源进出口贸易政策。稀土贸易政策主要集中在稀土出口政策上，包括稀土出口配额管理、出口关税、出口企业资质管理三项措施，其中出口配额管理是最主要的稀土出口管理措施。本文主要是从我国的稀土资源进出口贸易出发，对我国稀土资源进出口现状和政策进行分析和研究，并提出一些建议。 【关键字】 稀土资源 进出口 现状 政策 建议 Status quo and policy： a study on import and export of China’s rare earth resources 【Abstract】 Rare earth is an important strategic resource, which has HYPERLINK app:ds:significant \t significant strategic sense of economy and military. China is the largest country in global rare earth reserves, which has the resources advantage of factor endowments. In order to adjust the structure of import and export of rare earth resources, control the export volume of Chinas rare earth, improve the export prices of rare earth, achieve sustainable development of Chinas rare earth resources and environment, China implemented a series of rare earth resources in the import and export trade policy.
