Besides some financial grant from the state, the fund sources for early city construction mainly come from the revenues of local governments. In the middle of the 1990s of 20st century, some local governments started the temptation to carry out infrastructure constructions by debts that was to be paid by future tax augmentation; in that way, virtuous circle would be generated so that it had some positive effects on the development of local economy. Since 2008, with the influence of global financial crisis, the central government released the “4000 billion” economy stimulus policy in November 2008 to cope with the impact of international financial crisis. Under this circumstance, Local government financing platforms started to appear, platform companies of various types and at all levels boomed. As the gradual development of the financing platform of local governments, some problems occur and attract social attentions and need emergent solutions, mainly of them are: along with the rapid expansion of the debt of local governments, the payment risks are higher and higher, meanwhile, most platform companies are rough in operating debts, which leads to risk potentials of banks in lending to financial platform companies. This paper, by analyzing the materials, using the risk management theory, purports to know the whole current operation situations, and clarify the potential risks, and discusses, from the view of strengthening risk management, operation management and debt management and with the experience of IG in undertaking platform financial projects with local governments, how to standardize the borrowing of local government financial platform, how to strengthen the risk management of the financial platform of local governments, brings forward customized and feasible advices, which
