I II ABSTRACT This paper investigates the impact of local government competition on the efficiency of resource allocation using Chinese manufacturing firm-level data and city-level macro data from 1998 to 2007. First, we compare four different methods to decompose productivity, and choose the dynamic OP decomposition to obtain the efficiency of resource allocation from the total productivity decomposition. The decomposition results show that each level of the total productivity have continued to increase, but the changes of the efficiency of resource allocation in the central and western regions has been negative since 2003, and its magnitude is sufficient to lead to a reduce of the countrys total efficiency of resource allocation. In addition, after 2002, compared to non-state-owned enterprises, the efficiency of resource allocation of state-owned enterprises decreased more rapidly, especially in the central and western areas; non-exported enterprises allocation efficiency decreased rapidly than export enterprises. In order to examine the impact of competition in the local government on the efficiency of resource allocation, we choose the relative tax rate of FDI companies as the local government competition indicator , like Fu Yong and Zhang Yan (2007). Full sample regression shows that local government competition will improve the efficiency of resource allocation. In order to find out the relationship between the local government competition and market competition, we divide the full sample is into a high market-oriented group and a low market-oriented group and regress. The results show that, in the low market-oriented group, the local governments are more competitive, and the competitions play a more important role in the resource allocation efficiency; in the high market-oriented group, the relationship is not significant.
