中文 中文摘要 重庆 重庆大学硕士学位论文 I I PAGE PAGE VI 摘 要 近些年，我国在政府投资的公共工程建设中积极推行项目代建制管理模式。各 地区的试点均取得了一定的成效，但目前公共工程项目代建制模式尚无一套完善 的绩效评价指标体系。本文基于对公共工程代建制项目的绩效的分析，设计了一 套适合公共工程代建制项目绩效评价指标体系，该体系进一步完善了工程代建制 模式。通过运用该指标体系对公共工程代建制项目的绩效进行评价，一方面，可 以在项目整个建设过程中跟踪检查和评价政府公共工程代建项目的实施效果；另 一方面，有助于代建制模式的完善和发展，最终帮助政府实现财政投资绩效最大 化的目标。由此可见，对公共工程代建制项目绩效评价指标体系的研究具有重要 的现实意义。 本文以分析政府公共工程代建制项目绩效评价相关的基本概念、基础理论和 基本方法为切入点，采用文献研究法、对比研究法、定量分析与定性分析相结合 的研究方法，重点研究并构建了政府公共工程代建制项目绩效评价指标体系。 本文研究的主要内容包括：对公共工程代建制项目绩效评价相关的概念进行 了阐述；分析政府公共工程代建制项目建设周期内各个阶段（前期决策阶段、中 期实施阶段、末期竣工验收移交阶段）的主要任务，并在总结、借鉴其他学者相 关研究成果的基础上，构建了政府公共工程代建制项目绩效评价指标体系。并在 分析常用绩效评价方法的基础上，提出以路径分析法、专家评价法和层次分析法 相结合确定出各级评价指标权重的综合方法，最后，采用模糊综合评价法对政府 公共工程代建制项目的绩效进行评价。 关键词：政府公共工程，代建制，绩效评价 评价指标 英文 英文摘要 重庆 重庆大学硕士学位论文 III III PAGE PAGE IV ABSTRACT In recent years, China government has been in the process of pushing the system of governmental investment construction agency into practice. Based on the theory of commission and agency, this dissertation established a series of system of encouragement and restrictions for the agents. That is the performance evaluation system of agency institutions, which serves an important matching system for the implementation of agency. On one side, it can help the government to select agent with high quality and professional skills; on the other, via examining and evaluating the result of governmental investment construction project, the management level of the agent can be enhanced and finally help the government to realize the goal of maximizing investment returning. This dissertation starts with the basic concept, basic theory and basic methods of the performance evaluation system of agent project. Through methods of the establishing model combined with system analyzing, the quantitative analyzing and the qualitative analyzing.
