II II ABSTRACT The corruption of civil servant is concerned by governments and civilians of all countries nowadays. It is the cancer of society, the cancer cell of the democratic body of legal society.During the past thirty years since Chinas reform and opening up, especially in recent years, the phenomena of corruption of civil servant has kept breeding and spreading which blemished the image of government and undermined the report of reform, becoming a very outstanding social and political problem of contemporary China. The severe reality of corruption of civil servant indicates that corruption control is an urgent and arduous challenge for China to face currently and in future. Thoroughgoing anti-corruption should be a long-term, overall and institutional effort. This thesis starts with the definition, cause and harm of corruption to reveal the root of the appearance of corruption of civil servant and to analyze this special kind of corruption from economics view. This thesis tries to conclude minutely and profoundly analyze the status as well as features of corruption of civil servant from the economics point of view. By using successful experiences of control corruption of other countries for reference, it puts forward the economic measures for control corruption. First is to improve the treatment of civil servant, increasing the opportunity cost of corruption of civil servant to make them didn’t want to corrupt. Second is to intensify the punishment of corruption to upgrade the cost of punishment which make civil servant dare not corrupt. Third is to reduce the public right to decrease the opportunity of corruption and reduce the social total cost for intendance and punishment of corruption. Fourth is to improve the transparency of power operation and public affairs administration, reducing the discretionary power of disposing public affairs to make civil servant can not corrupt.
