II II 英文摘要 公立医院医疗服务价格政府规制研究 Research on Government Regulation of Medical Service Price in Public Hospitals Abstract The several opinions on promoting the development of health service industry published on October 2013, clearly puts forward a concept of exploring the formation mechanism of Medicine price. Nowadays, the phenomena of expensiveness in medical services still exists, while the inverted pyramid structure of visits is increasingly ossified and the mechanism of medical service pricing has not changed. The opinions therefore regards the reform of medical service price as the main target. The formation of the medical service price in public hospital is influenced by the cost of medical services, price policy, and fiscal policy, so the government needs to adopt the problem-oriented strategy to find out the problems from these factors mentioned above and employs the scientific method to innovate the mechanism of medical service pricing. The government could reduce the medical burden of residents, at the same time pull the public welfare back into our public hospitals. This article is divided into five parts. In the first part, exordium introduced the researching background of the dissertation, the research significance and of it, research mentality and the research ways in this dissertation. The second part expounds the basic concepts of the public hospitals, the prices of medical service and regulation. At the same time, this part also analysis the topic with integrating the concepts of government regulation, stakeholder theory, and public choice theory. The third part elaborates the history and current situations of the government regulation of medical service price in public hospitals to roundly understand the measures and effect of the government regulation.
