Abstract
As an effective way of evaluating government, Government Performance Evaluation is very important for changing the government behaviors and improving efficiency of administration . Government Performance Evaluation in China has made quite significant achievements since it has been introduced; In practice there are still a lot of disadvantages which lead to social problems come out in an unending flow, The reason lies in the lack of a scientific and reasonable value orientation.
As the soul of Government Performance Evaluation, the value orientation affects and restricts the whole implementation process of Government Performance Evaluation fundamentally.Influenced by the traditional political ideas such as official standard and performance concept and the lack of administrative ethics, the current value orientation of Government Performance Evaluation distorted , Government Performance Evaluation value highly economic index, and regards it as vanity projects and the evaluation just stay in the level of form, it is to say, it can’t work positively as it should. Therefore, it is crucial to construct a scientific and reasonable value orientation system of Government Performance Evaluation.
