While analyzing the importance of formulating local public policy issues and formulation approaches, it leads to the standpoint of the necessity of citizen participation in formulating local public policy issues. The second part mostly talks about the base of theories of citizen participation in formulating local public policy issues. The third part mostly talks about the actuality of citizen participation in formulating local public policy issues in our country. This section first talks about the major approaches of citizen participation in formulating local public policy issues and its existing features, then combines with the local reality in our country, analyzes current problems and barriers of citizen participation in formulating local public policy issues. The fourth part mostly studies and analyzes the experience of citizens participating in policy of the local administration in western countries，we hope to find some reference in it, which we can use for citizen participation in formulating in local public policy issues in our country. The fifth part is the suggestions for completing the formulation mechanism of citizen participation in local public policy issues in our country. Basing on the combination of content disused in the third and fourth parts, and the reality of different places in our country, we try to give some improvement suggestions on formulating citizen participation in local public policy issues on these three aspects: enhancing the awareness of people on participating in formulating local public policy issues, improving relevant system insurance, leading and expanding people to participate in formulating local public policy issues by guiding them properly with scientific approaches.
