立的电力客户信用评估组织系统的构想和实施方案,以及将其纳入上 海市征信系统的可行性分析。
通过对这样一套电力客户信用评估方法的探讨,一定能够有助于 缓解当前日益严重的违章用电及拖欠电费现象,使企业在进行营销管 理中有的放矢,规避风险,促进电力行业的可持续发展。 关键词:电力客户 信用等级 评估方法

STUDY ON POWER CUSTOMER’S CREDIT ASSESSMENT METHODS
ABSTRACT
The paper led customer credit assessment into power industry. By means of drawing on domestic and foreign credit assessment research materials, the paper discussed power customer’s credit assessment
methods and design ideas in detail.
First, the paper classified the customers in district power supply branch into three categories according to voltage rates: 220V/380V residential customers, 220V/380V industrial and commercial customers and others, 10kV / 35kV industrial and commercial customers and others. According to different kinds of customers’ characteristics and combined with Power Supply Company’s specific reality, factors of each voltage rate which could affect Power Company’s economic benefit were summarized as different assessment indicators, such as operating ability, various equipment reliability, reactive power compensation, clients’ charge records, etc.
Second, instead of giving the weight only by work experience, the paper improved the assessment indicators’ weight calculation method by using the analytic hierarchy process (AHP) and weight statistic method. By using quantification assessment method, multi-layer fuzzy synthetic decision and Z-type scoring model as assessment methods for different assessment indicators, the paper established a complete, unique and operable credit assessment model by which all customers would be assessed easily. Moreover, the paper also introduced related promoting measures. Various kinds of customers will be ranked at different grades upon which Power Company will give them different preferential policy.
