Abs Abstract 1 1 The housing problem is not only individual primary problem, but also a government must solve the livelihood of the people project. The public rental housing as important complementary part to the protection of housing system, play a huge role to improve the living environment of low-income persons and families, reduce the burden on the people. Public rental has a strong social benefits, with the public nature of the quasi-public goods. My government inherited customary tradition, act as both arrangements and as a dual role of producers in the in the supply of public goods. During the past three years, extensive use of government-led, state-own enterprises to participate in the supply mode,severely restricting the development of Chinas public rental housing,unable to meet more demand for housing demand. So,explore a new mode of public rental hosing supply become the focus. In this paper, by studying the characteristics of public rental housing, and reference the privatization tools theory to the supply of public rental housing sector different from the re-design of the past, that is to break the government monopoly supply mode to private enterprises involved in the achieve the purpose of separation of the articles arrangements with producers. As a result,the government will have more energy and time to do the supervision of the construction of the public rental housing arrangements and production, and enterprise advantage to do a good job of production and construction, thereby increasing the supply of public rental efficiency, reduce supply costs and improve quality of the public rental housing. In this paper, the items classification theory and welfare theory of classification of articles will be used on the current governments role in the supply of public rental housing dislocation analysis, use the public choice theory and principal-agent theory to analysis of the reasonableness and feasibility of introduction
