II II 摘 要 基本公共服务均等化是我国进行和谐社会构建的重要组成部分，提供基本公 共服务并使之均等地供每一个社会成员享用，是政府的内在职责。经过多年的努 力，甘肃省在文化、教育、科技、卫生、农村公共服务等各个方面的公共服务质 量和水平均有了很大提高。但是，与改革开放以来随着经济增长而出现的社会公 共需求的强劲增长相比，公共产品的供给与需求仍然处于不平衡的状态，公共产 品短缺，远远不能满足社会公共需要，公共需求的全面快速增长与公共服务的不 均等已经成为日益突出的社会矛盾。一些不确定性、不和谐性因素随着经济的深 入发展逐渐显现。此外，甘肃作为西部欠发达省份之一，在基本公共服务供给的 均等化方面与东部、中部地区还存在较大的差距，并且这种差距还在不断扩大。 基本公共服务不均等已经成为制约经济社会实现可持续发展的瓶颈。实现基本公 共服务均等化对缩小城乡差距、地区差距、社会群体间差距、构建和谐社会意义 重大。基于此，研究甘肃省如何实现基本公共服务均等化，对于甘肃经济社会实 现可持续发展、省内各地市实现协调性发展、与我国其他省份实现均衡性发展都 具有极其深远的意义。 本文选取了甘肃省具有代表性的 8 个市（州）作为研究样本，并就义务教育、 公共医疗卫生、公共就业服务、基础科学研究、基本社会保障等方面的数据进行 了整理分析。指出当前甘肃省基本公共服务不均等的状况和程度，进一步探讨了 制约甘肃省基本公共服务均等化的因素，针对制约因素，提出了具体的政策建议， 以期甘肃省基本公共服务均等化有新的发展和突破。 关键词：甘肃省 基本公共服务 均等化 PAGE PAGE IV Abstract Equalization of basic public services is an important component to build a harmonious society of our country. It is the governments inherent duty that the basic public services are supplied and enjoyed by every member of society equally. Through the development in several years, the quality and level of public services have been greatly improved in culture, education, science, health, the public services in rural areas and other aspects in Gansu province. However, the imbalance between the supplies and demands of public goods relatives with the strong growth of public demands with the economic growth since reform and opening up. The supplies of public goods are shortage so that they can’t meet the public demands. The conflicts between comprehensive and rapid growth of public demands and the inequality of public services has become prominent increasingly. Some uncertain and discord factors show gradually with the economic developing continuously. In particular, Gansu provinces as one of the less developed western province, there are still in large distance to the eastern and central regions regarding equalization of basic public services supplyed.,and the gaps are still growing.
