The government has tremendous financial solvency, the income of financial resources is sufficient and stable. However, because of deficient manpower, the government is not able to comprehend the concrete situation of assistance object from grass roots unit. After several years of development, the quantity of social assistance organizations have reached to thirty thousand, they are flexible and able to mobilize large quantities of social power. Different assistance object has different environment such as health condition and income level. The social assistance organizations are beside assistance object because they are from grass roots unit so as to help them with different measures. However, the social assistance organizations needs large amount of money to develop activities, provide with article and service. The financial resource is basically from government’s support and own raising. It’s not that stable and durable. In one aspect, the government has strong backup force of law. While some social assistance organizations can’t make themselves legal because of high threshold in register so that they are not be supervised and protected by the law. In other aspects, som
