铁路企业安全文化理论和综合评价 当前我国安全生产形势虽有好转但依然严峻，如何有效地减少生产安 全事故，提升全民的整体安全意识，是理论界亟待解决的一个发展中的难 题，更是我国社会和谐发展的迫切需要。建设企业安全文化，实现“人的 本质安全”无疑为解决这一难题提供了一条根本性路径，而科学客观地评 价企业安全文化，不仅是建设企业安全文化的一项基础性工作，同时也为 企业安全文化建设提供了具体的冃标、方向和行动指南。 企业安全文化是近年来人们对安全管理方式与制度的创新，是一种新 型的安全管理科学。铁路企业安全文化建设是保障铁路安全的重要基础。 铁路企业要把安全工作提高到文化的高度予以认识,加强对企业安全文化 建设,结合企业的自身特点，积极建设企业安全文化，从而改善提升中国铁路 企业的核心竞争力。 本文在深入研究Y企业安全文化理论和综合评价方法的基础上，对铁 路企业安全文化综合评价的指标和方法进行了研宂,运用层次分析法构建 了包含26个评价指标的铁路企业安全文化评价指标体系。之后设计了铁 路企业安全文化评价模型，分析了模型的评价结论，指出了其安全文化的薄 弱环节。最后，运用本文所建立的模型,对铁路安全文化建设提出了一些建 议以及改进措施。 关键词：安全文化；铁路安全文化；铁路安全文化建设；指标；层次 分析法。 Abstract ABSTRACT Currently work safety situation is still severe, though it is improved in current China. How to reduce work safety accidents, and enhance safety consciousness of the whole people are not only difficult problems that should be urgently solved by the theory circle, but also urgent needs for the harmonious development of society in our country. Undoubtedly, constructing enterprise safety culture, and achieving inbeing safety of person provide fundamental approaches to settling these problems, while the scientific and objective assessment of enterprise safety culture is a foundation task of construction of enterprise safety culture, furthermore offers targets, directions, and action guides to constructing enterprise safety culture. Corporate safety culture is a new type of security management science in recent years. It is a king of innovation for the safety management style. Railway corporate should pay high attention to the improve nt of corporate safety culture, and strengthen the establishment of corporate culture according to the features of the company itself, so as to improve the core competence of the corporate. Establishment of railway corporate culture is the basis to ensure the railway safety.
