北京工业大学经济学硕士学位论文Abs仃act 北京工业大学经济学硕士学位论文 Abs仃act Environmental Barriers is a specific form of conflict between trade liberalization and environment protection．To achieve the purpose of the coordination development among trade，environment and society,it is necessary to make a special study on the economic theory and trade theory of the environmental barriers as a respond to the environmental barriers． To illuminate some basic problems of the Environmental Barriers，including the discrimination of the related concepts，the International and Intemal backgrounds，the trends，puzzles and negotiating issues on the new round ofthe WTO． To make an economics theory analysis on the Environmental Barriers，including the political economics and the market f甜lures．Through the political economics analysis of the environmental level being the course of public choice and the embarrassment of collective act，make it clear that the origination of the Environmental Barriers have a certainly relations with the political decisive program in westem democratic countries．The market failures也at related to the Environmental Barriers are externalities，asymmetry information and moral hazards．The laws，rules and accreditation designed to correct the market failures constitute the forms of the Environmental Barriers． The theoretical framework of environmental factor endowment iS establisbed． With a view of the Environment as a kind of production factors，the theory of environmental factor endowment has influenced the international trade through both positive meaning and negative meaning．The study on the relations between the Environmental Barriers and the trade sustainable development further deepen the understanding of the Environmental Barriers． Based on the foregoing theoretical analysis，the specific suggestions for government and enterprise are proposed as resolutions to market failures． Key words：Environmental Barriers；Market Failure；Environmental Factor Endowment；Organization Innovation；Institution
