摘要摘要 摘要 摘要 环境问题是人类自进入后工业时代以来面临的最重要的社会问题之 一。环境的破坏不仅影响到人们的正常生活，而且会威胁人类的生存和子 孙后代的健康。然而环境法律问题是生态环境建设的重要方面。其中环境 行政执法在生态环境保护中发挥着不同寻常的作用。 而我国目前的环境行政执法存在诸多问题，与可持续发展的目标相差 甚远，是导致我国环境状况不佳的重要原因。本文从目前我国环境行政执 法的现状入手，围绕环境行政执法存在问题，从法律、经济、历史等多角 度分析其产生的原因，在分析这些问题产生原因的基础上，借鉴国外环境 行政执法的成功经验，提出解决环境行政执法问题相应的法律对策。 通过对我国环境行政执法存在问题的全面分析和对国外环境行政执法 的成功经验的借鉴，我国环境行政执法应该从立法、执法体制、执法监 督、执法手段、意识观念、执法体系等多方面加以完善，建立相对完备的 环境行政执法体系，以期引起法学界和相关部门对这些问题的关注，为构 建一套适应时代发展的环境行政执法体系起到一定的铺垫作用。 关键词环境 环境行政执法可持续发展 东北林业大学硕士学位论文Abstraet 东北林业大学硕士学位论文 Abstraet Environmental issue is one of the most hnportant social problems being faced by people since post-industrialized era，The environmental destroy not only impacts orl the people’S normal lire，but alSO harms the human’S existence and the offspring’S health．Moreover,the problems of the environmental laWS are the major facet of the ecological and environmental construction，Thereinto，the environmental govemment execution acts on the unusual effects in the ecological and environmental construction． Many problems existing in the environmental government execution of 011Icountry that are not constant with the“Sustainable Development’theory are the important reasons resulting in the bad condition of it．Through analyzing the current situation of the envirolmaental govermnent execution，tries tO get the problems existing in the environmental government execution，analyzes the reasons from law facet，economics facet，history facet mad SO forth，and uses for the references of the successful experience of the external environmental govemment execution on the basis of analyzing the reasons，consequently puts forward the relevant legal policy that can resolve file problems existing in the environmental government execution． With the comprehensive analysis of the current problems existing in the environmental government execution of our country and the advisement of the successful experience of the external environmental government execution，the intemal environmental government execution s
