摘要摘要 摘要 摘要 2008年10月以来，随着民营个体经济的飞速发展及相关政策法规的出台， 投资担保作为一个新兴行业在河南得到了快速发展，至2009年12月底，河南 省各类投资担保机构数量发展到810家，民间投资担保机构占据90％以上比例， 投资担保已成为越来越多急需中短期资金的中小型企业及商户进行快速融资的 新渠道。河南省投资担保业经过近五年的发展，担保市场出现竞争局面，整体 框架基本形成，担保环境逐步改善，担保领域多元化、业务经营专业化。河南 民间投资担保业快速发展的同时存在诸多问题，譬如某些担保公司注册资金不 实或有抽逃抽逃资金现象，担保贷款和理财利息超出国家规定，民间担保公司 规模偏小，综合实力不够，缺乏专业化的管理团队，缺乏规范化管理，业务同 质化严重，缺乏创新能力，风险控制能力有待加强，某些担保公司是关联公司 的融资平台，存在非法集资嫌疑等。为解决以上问题，需要加强政府对担保行 业的监督扶持力度，建立专业性的风险控制队伍，加强担保公司自身风险控制 能力，加强客户的风险鉴别和教育等建议。河南信用担保体系的结构正在发生 变化，行业担保协会或联盟将会发挥重要的作用，河南民间投资担保机构已经 进入竞争整合阶段。资金雄厚、风险控制能力强、业务创新能力强、规范经营 的担保公司会逐步脱颖而出，一些没有实力的担保公司在监管力度加大、竞争 加剧的市场竞争中会被淘汰。河南民间担保行业会逐步形成专业性强、区域市 场鲜明、担保机构数量适中的良性格局。 关键词：河南民间担保现状思考 AbstractAbstract Abstract Abstract Since in October,2008，along with the privately operated individual economy rapid development and correlation policy laws and regulations appearing,the investment guarantee took an emerging profession obtained the fast development in Henan，to at the end of December，2009，Henan Provinee each kind of investment guarantee organization quantity develops to 8 1 0，the folk investment guarantee organization occupies 90％above proportion,the investment guarantee has become the more and more many urgent need short and medium term fund the small and medium-sized enterprise and the merchant carries on fast financing the new channel．Henan Province invests the guarantee already to erOSS the near five year development，guarantees the market to have the competition aspect,the overall frame basic formation,the guarantee environment improves gradually,guarantee domain multiplication，account executive specialization．Henan folk investment guarantee industry thst development at the same time has many problems，for example certain bonding company registered capital not reality or has pulls out runs away pulls out runs away the fund phenomenon，the secured loan and manages finances the interest to StLrpass the country to stipulate，the folk bonding company scale is small，the comprehensive strength is insufficient，lacks
