Let me begin by thanking the host for inviting me to this important conference. On behalf the Ministry of Science and Technology of China, I also wish to warmly congratulate on the opening of the conference and give cordial greetings to all the distinguished guests. Since the second half of last year, the mounting international financial crisis has taken its
