ABSTRACT With the fast development of scientific technology，every field in information science and life based on computer technology is widely used. Nowadays，the communication agency in mankind’s life cannot avoid the informational management, i.e. the transmission comprehensive network management technique. The present comprehensive network management system has many problems, including information dealing mistake, the failure to store signaling and information, the failure to do the detailed analysis as per the business type and other detailed information etc. Based on the B/S model design theory，the paper applies J2EE、JavaScript、 Ejts2 、 Perl and other language comprehensive developments. The underlying infrastructure is based upon Oracle’s HA infrastructure. There are three system infrastructures and development models. The paper, guided by the modern scientific management theory, is based on the system research and analysis for the transmission network management informational construction condition, posing the available research plan from the point of technique and management. In addition, it designs the general framework and function framework of the system construction, mainly including system management model, data information management model, warning collection supervision model, customer information management model, information configuration model etc., further integrating the business resource and effectively solving the above mentioned problems. With the perfection of the development of the system，it is obvious to increase the efficiency of each section and each company customer’s work.
