PAGE 14 学校代码：10484 学 号：010209101286 河南财经政法大学 Henan University of Economics and Law 自学考试（会计专业）本科生论文 论文题目：高校财务管理存在的问题及对策 指导教师： 专业名称：会计 高校财务管理存在的问题及对策 摘 要 随着教育体制改革的逐渐深入，政府管理权力的下放，高校成为自我约束、自我发展的独立法人，高校依法多渠道筹集经费的格局已经形成。《高等学校财务制度》规定，高等学校应实行“统一领导、集中管理”的财务管理体制；规模较大的学校可实行“统一领导、分级管理、集中核算”的财务管理体制。但无论何种体制，高校财务管理的前提是既要保证校级财务部门对全校财务和经济活动的统一领导，又要保证全部经济活动置于学校财务的严格监督之下，维护学校的财经政策、收支计划、规章制度、资源调配和财会业务领导等方面的统一。然而目前高校的财务管理工作相应的也存在了很多突出问题。 本文以我国高校的财务管理为研究对象，分三部分进行研究分析，具体内容如下。 第一部分：先介绍了高校财务管理的基本内容。主要论述了高校财务管理的内涵，包括其含义、特征，还详细的阐述了高校财务管理的任务及目标。 第二部分：主要针对我国高校现实中的财务管理工作提出了一些其中存在的问题，并研究分析了存在问题的原因。 第三部分:针对上述存在的问题，就此提出了一些加强财务管理工作的对策、建议，从而完善我国高校的财务管理工作。 关键词： 高校，财务管理，问题，对策 College finance management problems and countermeasures ABSTRACT With the reform of education, the government management gradually becomes decentralization, self-restraint, the development of colleges and universities, according to an independent legal financing ways pattern has been formed. Based on the financial management of colleges and universities in China as the research object, the three parts of research and analysis, specific content as follows. The first part: the first introduces the basic content of financial management of c
