中文摘 中文摘 要 土地利用规划是根据土地开发利用的自然和社会经济特点，对土地利用现 状和后备土地资源潜力进行综合分析研究，在预测土地利用变化的基础上，根 据需要和可能提出规划期内的土地利用目标和基本方针并保证实施。在当前， 土地利用规划存在对资料缺乏有效的管理方法、信息处理速度慢、信息难以共 享、规划方法落后等不足之处。而地理信息系统(GIS)则是解决这一问题的最 佳选择。 GIS是信息技术的一个重要组成部分，在信息社会中具有越来越重要的位 置。传统的GIS软件不能完全满足OlS应用的需求，也不符合软件技术发展的 潮流，在许多方面面临严峻的挑战。组件式GIS(ComGIS)是基于组件开发技 术的新一代GIS，是解决传统GIS所面临问题的全新技术体系。 本文讨论了GIS软件技术体系的发展、GIS的不同开发方式、ComGIS的 现状及发展趋势，提出了运用当今流行的组件技术，研制土地利用规划管理信 息系统，来满足县级土地管理部门的土地利用规划业务工怍需求。最后，笔者 运用通用开发语言VB和组件式GIS工具软件Maplnfo、 MapX集成二次开发 出土地利用规划管理信息系统。 关键词：土地利用规划地理信息系统组件式GIS Maplnfo MapX Land Land Utilization Planning(LUP)is a system that analyzes and studies comprehensively about the present situation of Land Utilization and the potential of reserved land resources based on these related factors：economy and technology conditions ofnature and society,the historical basis and eharacteristiCS ofthe present situation．After forecasting the changes of Land Utilization，LUP brings up an objective within the planed period and a fundamental policy according to the need and possibility,and then ensures it to be carrying out．At present，there are some shortcomings of LUP,such as deficiency of effective management method，low speed of information processing，difficulty of information sharing，backward method ofplanning etc．So it is necessary to build a LUP management information system to enhance the efficiency and ensure the completion and reality of data．Because land information has a close relationship with graph．this system must manage space arid attribute information at the same time．Geography Information System(OlS)is an optimum selection Can do it．Therefore to build LUP management information system is a component development process based on GIS． GIS is an important part ofinformation technology and has an illustrious position in information society．Traditional GIS software cannot satisfy GIS applications completely,and it also cannot conform to the trEnd of software development technology any longer．So it is faced with Severe challe
