摘 要 随着世界经济的发展，全球对石油和天然气的需求不断增大，石油管道在国 民经济发展中发挥着重要的作用，成为石油运输业的生命线。作为连结油气资源 与市场的桥梁和纽带，管道运输以高效率、低成本和安全可靠的优势越来越显示 出其旺盛的生命力，成为位居公路、铁路、海运和航空运输之后的第五大运输业。 管道工程建设多为野外露天施工作业，受当地自然环境，人文地理情况影响较大， 施工周期长及作业面多的特点决定了管道工程建设所涉及的不确定因素多，面临 的风险多，风险所致的损失规模大。 针对我国管道工程的风险管理中因参建各方职能职责划分不清、风险管理的 标准不一、风险管理流程人为分割以及缺乏持续改善机制所造成的工程项目风险 无法有效控制等问题，在对管道工程项目风险管理现状分析的基础上做了以下研 究： ① 比较我国现行的管理机制与西方的先进思想和方法，引入国际先进的合同 文本，建议在管道工程项目中采用 FIDIC 合同文本； ② 分析我国管道工程项目风险管理中存在的问题，引入国际先进的风险管理 模式和 HSE 体 系 ， 结 合 我 国 管 道 工 程 项 目 的 实 际 ， 提 出 的 管 道 工 程 “PMT+PMC+EPC”的管理模式和基于 HSE 的风险一体化管理模式的总体框架； ③ 基于风险一体化管理组织设计原则，在分析现有工程项目管理组织结构形 式及其特点的基础上，建立了管道工程“PMT+PMC+EPC”的组织结构，并设计了 管道工程项目参建各方的职能职责； ④ 基于风险一体化管理流程设计原则，根据管道工程“PMT+PMC+EPC”的组 织结构、职能职责以及 HSE 管理要求，设计了基于 HSE 的风险一体化管理流程； ⑤ 基于风险一体化管理绩效管理原则，根据管道工程参建各方职能职责以及 HSE 管理要求，设计了基于 HSE 的风险一体化绩效管理模式及绩效考核流程； ⑥ 将所建立的基于 HSE 的风险一体化管理模式及设计的管理流程应用于西 部管理工程项目建设的实际中验证其可行性。 关键词：管理工程项目，HSE 管理，项目风险管理，一体化管理 ABSTRACT With the development of the economy of the world, global demand for oil and natural gas is increasing greatly. Oil pipeline plays important role in the development of the national economy, and has become the lifeline of the oil transportation industry. As the bridge and band which link the oil and gas resource with the market, pipeline transportation shows its strong vitality because of its advantages of high efficient, low cost, safety and reliability. And it has become the fifth-largest transportation industry after road, rail, maritime and air transportation. Pipeline engineering construction projects are open-air field construction work, influenced by the natural environment and human geography situation, and long construction period and multi-surface of operation. Because of these object reasons, there are so many uncertainties and risks involved in the construction of pipeline engineering. And the uncertainties and risks will due to large losses.
